Establishes a bilingual pay supplement for state employees in positions requiring speaking or writing in languages other than English, to be negotiated with collective bargaining representatives.

Requires bilingual pay supplements to be processed within 30 calendar days after an employee presents certification of language proficiency from either a Department-approved testing program or an Illinois community college.

Mandates that state agencies annually assess their need for bilingual employees to serve non-English speaking populations and develop uniform procedures for these assessments.

Requires the Department to authorize community colleges in at least 15 specified counties (Cook, Lake, McHenry, Kane, DuPage, Kendall, Will, Sangamon, and 5 others) to certify linguistic ability by January 2024, with such certifications presumed to satisfy job requirements.

Mandates annual reports to the General Assembly on bilingual pay supplement recipients, including breakdowns by language and ethnicity (Hispanic and non-Hispanic categories).
