HB4757 Summary

• Prohibits possession, transfer, purchase, manufacture, and importation of unfinished firearm frames or receivers and unserialized firearms 180 days after the effective date, with exceptions for federal firearms licensees and federally serialized items.

• Requires unserialized firearms to be serialized by federally licensed dealers using their abbreviated federal firearms license number as a prefix followed by a suffix, with a maximum fee of $35 per firearm.

• Prohibits manufacturing or distributing firearms using three-dimensional printers when done by unlicensed individuals or when distributing digital manufacturing instructions (CAD files) to non-licensed manufacturers.

• Exempts permanently inoperable firearms, antique firearms as defined under 18 U.S.C. Section 921(a)(16), and firearms manufactured prior to October 22, 1968.

• Establishes penalties of Class A misdemeanor for first violations and Class X felony for second or subsequent violations.
