Prohibits local governments, including home rule units, from enacting or enforcing ordinances that restrict delivery truck operations to certain times of day.

Permits local governments to continue regulating delivery trucks for traffic control purposes and in accordance with sections covering mufflers, noise prevention, and engine braking.

Limits home rule powers by establishing this delivery truck restriction as a constitutional limitation under Article VII, Section 6(i) of the Illinois Constitution.

Sunsets after one year from the effective date, allowing the prohibition to expire unless reenacted.

Takes effect immediately upon becoming law.
