Establishes the Returning Citizen Grant Program within the Department of Commerce and Economic Opportunity to provide grants to small businesses with 50 or fewer employees for training and hiring formerly incarcerated individuals.

Provides $5,000 grants per qualifying returning citizen hired, with businesses able to receive multiple grants and awards distributed on a first come, first served basis.

Requires eligible businesses to employ qualifying returning citizens for a minimum of one year at minimum wage for at least 30 hours per week to receive grants.

Defines "qualifying returning citizen" as an Illinois resident who has been incarcerated within 5 years prior to the date a grant is awarded.

Funds grants from the State Coronavirus Urgent Remediation Emergency Fund and repeals the program on January 1, 2025.
