Amends the Cook County Forest Preserve District Act to change the deadline for levying general taxes from March 28 to the first Monday in December annually.

Requires all general taxes levied by the forest preserve district board to be levied by general categories after the first Monday in October and by the first Monday in December each fiscal year.

Maintains existing tax rate limits: 0.06% of taxable property value for general corporate purposes and 0.021% for constructing, restoring, and developing forest lands.

Excludes bond payment taxes and employee annuity and benefit taxes from the specified rate limitations.

Takes effect upon becoming law.
