Prohibits landlords from requiring tenants or prospective tenants to pay rent or other lease-related amounts through electronic funds transfer, including automatic recurring transfers.

Defines "electronic funds transfer" as any transfer of funds initiated through electronic terminal, telephone, computer, or magnetic tape (excluding checks and paper instruments), including automated clearing house systems.

Establishes civil penalties beginning 90 days after the law's effective date: $100 for the first violation, $200 for a second violation within 5 years, and $300 for a third violation within 5 years.

Classifies violations as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act.

Amends the Consumer Fraud and Deceptive Business Practices Act to include Section 4 of the Landlord and Tenant Act as a violation triggering the Act's enforcement provisions.
