Amends the Election Code to establish vacancy procedures for counties operating under the county executive form of government, requiring the elected county board member designated as chair, speaker, or chief administrative official to declare vacancies and notify political party committees within 3 days.

Requires vacancies in elected county board offices to be filled within 60 days by appointment of the designated board chair, speaker, or chief administrative official with county board advice and consent.

Amends the Counties Code to authorize county boards operating under the executive form of government to designate from their elected members a chief administrative official, speaker, or board chair.

Clarifies that vacancies occurring in the office of elected county board members shall be filled in accordance with the vacancy procedures established in the Election Code.
