Removes the restriction that special investigators appointed by a State's Attorney may only carry firearms while performing their assigned duties, allowing them to carry firearms with permission and appropriate identification.

Requires State's Attorneys to provide annual mental health wellness checks for all special investigators appointed, to be covered through existing health insurance provided to State's Attorney employees at no cost to the county or office.

Amends the Illinois Insurance Code by adding Section 356z.53 and updates the list of required health insurance coverage provisions that counties must include when providing self-insured health benefits to employees.
