Adds exemption allowing non-resident social workers to provide telehealth services to non-residents in Illinois for up to 5 days per month or 15 days per calendar year if they have a previous established therapeutic relationship and are authorized in their home state.

Adds exemption allowing non-resident social workers to provide telehealth services to non-residents currently attending a university or college in Illinois if they have a previous established therapeutic relationship and are authorized in their home state.

Maintains existing exemptions for regulated professionals, government employees, students in supervised education, and those obtaining experience for licensure.

Exempts religious ministry practitioners and volunteers from clinical social work licensing requirements, provided they do not represent themselves as social workers.

Clarifies that health care entities are not required to employ or contract with licensed clinical social workers for providing social work services.
