Creates a "habitual misdemeanant offender" designation for defendants with 3 or more pending charges for misdemeanor domestic battery, battery, violation of an order of protection, or criminal damage to property involving a family or household member

Requires the three offenses to have occurred sequentially (third after second, second after first) and all charges must be proven at trial for the designation to apply

Elevates future charges for domestic battery, battery, order of protection violations, or criminal damage to family member property to Class 4 felonies once a person is adjudged a habitual misdemeanant offender

Establishes mandatory sentencing of 1-3 years imprisonment for habitual misdemeanant offenders, classified as Class 4 felony sentencing

Allows courts to deny pretrial release to defendants charged as habitual misdemeanant offenders and requires all charges needed for the designation to be tried together
