Designates April 18 of each year as Republic of Ireland Day in Illinois to commemorate the anniversary of Ireland's declaration of independence from Great Britain on April 18, 1949.

Recognizes the contributions of Irish-Americans to Illinois, noting that Cook County has the largest Irish population in the United States and over 1,000,000 Illinois residents claim Irish ancestry.

Requires the Governor to issue a proclamation within 10 days before Republic of Ireland Day each year announcing the recognition and designating official events to be held in honor of the day.

Amends the State Commemorative Dates Act by adding Section 9 to establish this new commemorative date.

Takes effect upon becoming law.
