Amends Illinois Vehicle Code Section 3-405 to add voluntary disclosure space on vehicle registration applications where applicants can indicate if they, their child, or another approved driver has a health condition or disability that may impede effective communication with peace officers.

Registration application must include a checklist of common health conditions and disabilities affecting communication, plus a blank space for applicants to specify unlisted conditions.

Secretary of State may request verification of disclosed conditions through written statements from licensed physicians, psychologists, or nonphysician mental health professionals.

Secretary of State must provide vehicle registration information of applicants who disclose communication-impeding conditions to Illinois State Police, but cannot disclose specific health condition details unless the applicant authorizes it.

Illinois State Police must establish a system to include this information in the statewide Law Enforcement Agencies Data System to alert peace officers during traffic stops, with strict confidentiality protections and contractual restrictions on disclosure to third parties; effective July 1, 2023.
