• Allows Champaign County election authority to establish a pilot program creating vote centers where any registered or eligible elector may vote regardless of precinct residence.

• Requires vote centers to have secure electronic connections to the online voter registration system permitting real-time access to voting information across all county vote centers and ability to cast ballots on machines accepting all ballot styles.

• Mandates minimum one vote center per political subdivision with 2,500+ population, plus one additional center per 5,000 registered voters, with requirements for centers in minority-majority districts, university campuses, and every 10 contiguous precincts with no more than 10,000 active voters.

• Establishes operational requirements including election day hours from 6 a.m. to 7 p.m., minimum voter-processing stations and voting booths based on voter population, and election judge staffing levels with mandatory 4-hour training and testing.

• Repeals all vote center provisions on January 1, 2025.
