IL HB4844

Creates the Vision Care Plan Regulation Act to regulate contracts between vision care organizations and eye care providers, effective upon passage.

Prohibits vision care organizations from requiring eye care providers to charge fixed fees for services or materials unless those items are covered under the vision care plan.

Requires fees for covered services and materials to be reasonable and listed on a fee schedule provided to eye care providers before contract execution.

Prohibits vision care organizations from restricting eye care providers' choice of suppliers or optical labs, or from requiring purchase of materials from sources owned by or affiliated with the vision care plan issuer.

Allows persons adversely affected by violations to seek injunctive relief and recover attorney's fees and costs; classifies violations as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act.
