Eliminates Class B Solid Waste Site Operator certification category; landfills accepting non-hazardous solid waste now require only a Solid Waste Site Operator certificate (previously Class A or B depending on waste type).

Removes educational and experience requirements specific to Class B certification, streamlining qualification standards for operators.

Authorizes the Agency to approve examinations conducted by third parties in addition to conducting its own examinations for operator certification.

Requires certified operators to complete 15 hours of continuing education during each 3-year certification period covering landfill design, operation, and maintenance topics.

Updates certificate renewal process to require continuing education certification rather than demonstrating competency in the same manner as new applicants.
