Amends the Liquor Control Act of 1934 to require music venues with capacity over 800 persons to keep opioid antagonists available on premises during operating hours.

Requires music venues to have at least one staff member on premises who is trained in proper administration of opioid antagonists; persons with any prior governmental or private certification in opioid antagonist administration are deemed sufficiently trained.

Provides civil liability immunity for trained individuals who in good faith administer or provide opioid antagonists under this requirement, except in cases of willful or wanton misconduct.

Amends the Illinois Insurance Code to prohibit insurers from increasing an insured's premium based on compliance with the opioid antagonist requirements.

Effective date: June 1, 2023.
