IL HB4853

Amends the Illinois Election Code Section 19-12.2 to allow physically incapacitated electors to vote either by mail or on specified premises, rather than only on specified premises.

Voting by mail procedures apply to electors who submit applications to the election authority no later than 5 days before primary and general elections.

Voting on premises is permitted at federally operated veterans' homes, hospitals, and facilities, or at facilities licensed under the Nursing Home Care Act, Specialized Mental Health Rehabilitation Act of 2013, ID/DD Community Care Act, or MC/DD Act.

Specifies named VA facilities eligible for on-premises voting: Jesse Brown VA Medical Center, Illiana Health Care System, Edward Hines Jr. VA Hospital, Marion VA Medical Center, and Captain James A. Lovell Federal Health Care Center.

Takes effect immediately upon becoming law.
