IL HB4854

Amends the Election Code to allow county boards to divide, adjust, or consolidate election precincts (previously only allowed division) in counties with populations under 3,000,000 inhabitants to maintain approximately 1,200 registered voters per precinct.

Requires county boards to change precinct boundaries after each decennial census as soon as practicable following congressional and legislative redistricting completion, or at the next regular June meeting or adjourned July meeting if not immediately practicable.

Establishes a special provision for 2021 requiring county boards to change precinct boundaries within 60 days after the effective date of this amendatory Act.

Requires the County Clerk to immediately notify the State Board of Elections whenever a consolidation, redivision, readjustment, or change in precinct names or numbers is made by the county board.

Clarifies that county boards may consolidate precincts when failing to redivide or readjust precincts, including in years following decennial census redistricting.
