Amends Section 19-2.5 of the Illinois Election Code regarding vote by mail ballot notifications

Removes the requirement for election authorities to send mail notices before general elections to voters who have already applied for permanent vote by mail status

Excludes voters who submit a written request to opt out of permanent vote by mail status from receiving the notification

Eliminates consolidated elections from the notification requirement, limiting mandatory notices to general elections only

Notifications must still be sent to other qualified voters between 90 and 45 days before a general election informing them of the permanent vote by mail option
