Amends Section 21B-5 of the School Code regarding licensure powers of the State Board of Education.

Makes a technical change by striking the word "that" and replacing it with "that" in the preamble language about the importance of education (line 9).

Maintains the State Board of Education's exclusive authority to set standards, approve educator preparation programs, establish educator licenses, maintain licensure examinations, and establish a code of ethics for educators.

Clarifies that only the State Board of Education can issue or endorse licenses for teaching, supervising, or holding licensed employment in public schools, and no other state agency may establish qualifying requirements or licensure requirements for public school employment.
