Requires commercial renewable energy facility owners (wind and solar) to file a comprehensive agricultural drainage plan with the county or municipality prior to entering into an agricultural impact mitigation agreement with the Department.

The drainage plan must mitigate any surface or subsurface drainage impacts on farmland both within and outside the footprint of the proposed facility.

Maintains existing requirements for agricultural impact mitigation agreements covering construction and deconstruction standards, restoration of agricultural land, topsoil replacement, drainage tile protection and repair, and deconstruction plans with financial assurance.

Takes effect immediately upon becoming law.
