Amends the Illinois Public Aid Code to add a new provision designating certain federal rural referral centers as Safety-Net Hospitals from July 1, 2020 through December 31, 2025.

Hospitals that would have qualified for the rate year beginning October 1, 2020 and were designated as federal rural referral centers under 42 CFR 412.96 as of October 1, 2020 automatically qualify as Safety-Net Hospitals during the specified period.

Maintains existing Safety-Net Hospital eligibility criteria requiring hospitals to be licensed general acute care or pediatric hospitals that are disproportionate share hospitals and meet specified Medicaid utilization and charity care thresholds.

Requires hospitals to submit OBRA forms (HFS-3834) to the Department by August 15 preceding each rate year, with the Department notifying hospitals of Safety-Net Hospital qualification status before October 1.

Takes effect immediately upon becoming law.
