Requires townships with population over 5,000 to establish and maintain a warming center that is completely enclosed and keeps occupants reasonably warm.

Requires municipalities with population over 5,000 to establish and maintain a warming center that is completely enclosed and keeps occupants reasonably warm.

Allows townships and municipalities that are coterminous or substantially coterminous to jointly establish and maintain a single warming center instead of separate facilities.

Limits home rule municipality powers by prohibiting them from establishing or regulating warming centers inconsistently with the bill's requirements.

Exempts the bill's warming center mandate from state reimbursement requirements under the State Mandates Act.
