Amends the Illinois Food, Drug and Cosmetic Act to require all menstrual products sold in Illinois to display a plain and conspicuous printed list of all ingredients with component percentages on or affixed to the package or box.

Defines "menstrual products" as products used for catching menstruation and vaginal discharge, including tampons, pads, and menstrual cups in both disposable and reusable forms.

Requires manufacturers to provide labels for product dispensers that distribute individual menstrual products to consumers not obtaining products in original packaging.

Establishes civil penalties of $1,000 per package or box sold in violation of the labeling requirements, and $1,000 for manufacturers failing to provide dispenser labels.

Specifies that these labeling requirements apply in addition to any other labeling requirements under existing law.
