Creates a Senior Home Preservation Grant Program administered by the Illinois Housing Development Authority using funds from the Coronavirus State Fiscal Recovery Fund authorized by the American Rescue Plan Act of 2021.

Defines "legacy resident seniors" as individuals age 65 or older who have lived in their current community family home for at least 30 years.

Authorizes grants to eligible legacy resident seniors who own and occupy their homes as primary residences for home repairs, safety improvements, hazard removal, code compliance, and accessibility modifications for seniors with disabilities.

Requires applicants to apply according to Authority procedures and meet minimum eligibility requirements established by the Authority, including home ownership and primary residence status.

Directs the Authority to adopt implementing rules and ensure all expenditures comply with the American Rescue Plan Act of 2021 and related federal guidance.
