Increases the required percentage of local farm or food products purchased by State agencies and State-owned facilities from 10% to 20%, effective 2020 onward.

Requires that at least 10% of the 20% local food products purchased by State agencies must come from minority-owned food producers.

Increases the required percentage of local farm or food products purchased by State-funded entities (public schools, child care facilities, hospitals, etc.) from 10% to 20%, with the deadline extended to 2023 onward.

Requires that at least 10% of the 20% local food products purchased by State-funded entities must come from minority-owned food producers.

Removes the $25,000 annual spending threshold for State-funded entities to be subject to the local food purchase requirements.
