Expands the Healthy Local Food Incentives Program to include farm stands, mobile markets, community-supported agriculture sites, grocery stores, and other direct food retailers that accept SNAP, beyond just farmers markets and direct producer-to-consumer venues.

Changes grant distribution structure from a single annual $500,000 grant to a qualified non-profit organization to multiple grants distributed by non-profit organizations working in consultation with the Department of Human Services.

Requires 100% of deposited funds to go directly to participating food retailers for matching dollar incentives on SNAP benefits spent on eligible fruits and vegetables.

Requires participating non-profit organizations to submit progress reports within 90 days after each grant cycle detailing participating retailers, funds distributed, SNAP spending, transaction volume, and program impact on fresh produce consumption.

Takes effect July 1, 2022.
