Amends the Environmental Protection Act to require public water distribution entities to notify water supply operators and affected health care facilities of disruption events at least 14 days in advance for planned events.

Defines "disruption event" to include changes in disinfection techniques, water main work or damage, treatment application changes, operating pressure falling below 20 PSI, or issuance of a boil water order.

Requires notification of unplanned disruption events to operators and affected health care facilities within 2 hours of discovery.

Mandates health care facilities designate an email address for receiving disruption notifications and requires these notifications be forwarded to state agencies (Illinois EPA and Department of Public Health) within 5 business days.

Requires notifications to include detailed descriptions of the disruption event, date/time/location, expected resolution time, and a list of notified health care facilities; state agencies must maintain and provide disruption event records by year and month upon request.
