Adds "Temporary abandonment status" definition to the Illinois Oil and Gas Act, defining it as a well that has received Department authorization and complies with administrative rules for temporary abandonment.

Increases permit application fees from $300 to not exceeding $1,000 and well transfer fees from $50 to not exceeding $500, with fees established by administrative rule.

Increases annual well assessment fees from $75 to $100 per well for the first 100 wells and from $50 to $75 per well for wells exceeding 100.

Authorizes the Department to create administrative rules establishing authorization criteria, fees, maintenance requirements, and monitoring rules for temporary abandonment status.

Increases liquid oil field waste transportation permit fee from $100 to $300 and adds temporary abandonment status as grounds for Department enforcement action, including well plugging orders.
