Amends the Freedom of Information Act to add a new exemption (ll) protecting records concerning school district threat assessment teams, including threat assessment procedures under the School Safety Drill Act and related information.

Requires each school district to implement a threat assessment procedure and establish a threat assessment team with specified members: an administrator, teacher, school counselor, school psychologist, school social worker, and at least one law enforcement official.

Mandates school districts establish threat assessment teams no later than 180 days after the effective date and implement initial procedures within 120 days.

Requires school boards to file annually before the school year starts the threat assessment procedure and team member list with local law enforcement and the regional office of education (or State Board of Education for Article 34 districts).

Requires any sharing of student information under the threat assessment procedures to comply with the federal Family Educational Rights and Privacy Act and Illinois School Student Records Act.
