Requires early intervention services to be initiated no later than 30 calendar days after parental consent is obtained for the individualized family service plan, in accordance with Department of Human Services rules.

Changes "6 month" to "6-month" and "assure" to "ensure" for grammatical consistency in describing plan review intervals and quality review processes.

Allows children with birthdays between May 1 and August 31 who are transitioning from early intervention services to preschool special education to continue receiving early intervention services until the beginning of the school year following their third birthday to minimize service gaps.

Expands parental notification requirements to include information about telehealth service availability and allows parents to choose whether services are delivered in person or via telehealth without penalty.

Takes effect July 1, 2022.
