Establishes a grant program administered by the Department of Human Services for licensed day care facilities that operate 24 hours a day and prioritize serving children of first responders

Defines "first responder" to include emergency medical services personnel, firefighters, and law enforcement officers

Requires grant funds to be used specifically for providing subsidized child care services to children of first responders

Day care facilities must apply to the Department in a prescribed form and manner to receive grants

Authorizes the Department to adopt rules necessary to implement the program
