Amends the Licensed Certified Professional Midwife Practice Act to modify definitions, board composition, and regulatory procedures for certified professional midwives in Illinois.

Changes the Illinois Midwifery Board requirement for the certified nurse midwife member to specify they must be an "Illinois licensed advanced practice registered nurse" who provides home birth services.

Removes the 3-year application completion deadline that previously required applicants to complete the licensure process within 3 years or forfeit their application and fees.

Eliminates the 60-day deadline for the Board to review hearing officer reports before presenting findings to the Secretary, allowing the process to proceed without a specific timeframe.

Removes confidentiality provisions related to annual reports submitted by licensed midwives to the Department of Public Health regarding births, transfers, and complications.
