Creates the Illinois America 250 Commission to plan, promote, and implement commemoration of the 250th anniversary of the founding of the United States of America.

Commission consists of 20+ members including appointees from the Lieutenant Governor, legislative leaders, tribal nation representatives, historians, and public members with expertise in diverse cultural, historical, and social justice topics.

Requires 60% of appointed commission members to represent historically excluded and marginalized communities, including Native Americans, Black Americans, Asian Americans, Latino Americans, LGBTQAI+ individuals, immigrants, refugees, and veterans.

Commission may accept monetary gifts and grants held in the Illinois America 250 Commission Trust Fund, with the State Treasurer as custodian, and must submit annual written reports to the Governor and General Assembly beginning in 2023.

Commission and all related trust funds are dissolved on June 1, 2027, with remaining assets transferred to the General Revenue Fund, and the Act is repealed on January 1, 2028.
