IL HB5016

Amends the School Code to allow alternative learning opportunities programs to include high school completion programs for students eligible for remote learning while incarcerated in Department of Corrections facilities.

Establishes a pilot program allowing school districts to offer remote learning to students in Department of Corrections custody who are enrolled or were recently enrolled at Consuella B. York Alternative High School.

Eligible students must be within 2 school years of completing high school graduation requirements at the time of transfer to a Department of Corrections facility or institution.

Department of Corrections educators and security staff will assist and supervise participating students, with the department required to negotiate with bargaining units to ensure compliance with collective bargaining agreements.

School districts may continue offering remote learning for up to one school year after a student's release from Department of Corrections custody to allow completion of remaining graduation requirements.
