Creates a process for incarcerated individuals to apply to the Prisoner Review Board to be declared survivors of gender-based violence, making them eligible for parole consideration.

Requires the Prisoner Review Board to conduct hearings within 90 days of receiving applications and render decisions granting or denying survivor status based on enumerated factors to be made publicly available.

Establishes that 3-member panels shall decide survivor applications by simple majority vote, with hearings conducted according to the Open Parole Hearings Act.

Defines "gender-based violence" as abuse under the Illinois Domestic Violence Act of 1986 or perpetration of "serious harm" as defined in the Criminal Code of 2012.

Makes corresponding amendments to parole and sentencing statutes to provide mandatory supervised release terms and revocation procedures for those declared gender-based violence survivors.
