HB5031 Summary

• Moves the Naprapathic Practice Act repeal date from January 1, 2023 to January 1, 2028, extending the regulatory authority over naprapaths for five additional years.

• Increases the minimum age requirement for naprapath licensure from 18 to 21 years old and requires a 4-year college program (instead of 2-year) for licenses granted on or after January 1, 2028.

• Establishes a new Board of Naprapathy consisting of 7 members (4 licensed naprapaths, 1 physician, 1 acupuncturist, and 1 public member) to serve in an advisory capacity to the Secretary.

• Requires all applicants and licensees to provide and maintain current email addresses and notify the Department within 14 days of any address or email changes.

• Modifies disciplinary provisions to add that naprapaths must order additional screening if patients show no improvement after 6 visits and must refer patients to appropriate healthcare professionals when conditions are beyond their scope of practice.
