Amends the Department of Human Services Act to modify the Teen Responsibility, Education, Achievement, Caring, and Hope (Teen REACH) Grant Program.

Requires the Department of Human Services to award all Teen REACH grantees the same rate amount per youth attendance hour when calculating grant amounts.

Overrides any conflicting law or rule to ensure uniform per-hour funding rates across all grantee organizations.

The Teen REACH program provides after-school grants to community-based agencies serving youth ages 6-17 through six core services including educational improvement, life skills, mentoring, and service learning.
