Adds 2 nonvoting student members to the Illinois State Board of Education, increasing total membership from 9 to 11 (8 voting members plus chairperson, plus 2 student members)

Student members must be selected from students who have served on the State Board of Education's Student Advisory Council

Student members serve one-year terms, compared to the four-year terms for regular voting members

Student members are limited to serving only one term, while regular members may serve up to two four-year terms

Increases the quorum requirement from 5 to 6 members to account for the expanded board size
