Extends expiration dates for driver's licenses, driving permits, monitoring device driving permits, restricted driving permits, and identification cards issued on or after January 1, 2020 until not later than December 31, 2022, in response to COVID-19 service interruptions.

Authorizes the Secretary of State to modify renewal requirements for driver's licenses and identification cards for no more than one renewal cycle following the effective date of the rulemaking.

Requires the Secretary of State to conduct a study by October 1, 2023 on age-related changes affecting driving abilities, including vision, physical functioning, reasoning, memory, and the impact of diseases and medications, and permits rulemaking to adjust age requirements for driving demonstrations based on study results.

Establishes special license plates for retired executive branch constitutional officers (Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, and Treasurer) who served at least one full term and were not removed from office.

Allows surviving spouses of deceased retired constitutional officers to retain the special plates if they transfer registration to their name within 90 days of the officer's death.
