Requires the Department of Healthcare and Family Services to develop an over-the-phone academic detailing program providing clinical consultation to behavioral health providers caring for patients with severe mental illness or developmental disabilities.

Mandates the Department track all inpatient and residential detoxification and treatment beds available for medical assistance beneficiaries, update tracking daily, and publish bed availability by level of care on its website.

Requires the Department to record provider trainings and publish them online within one month to be available on-demand for staff unable to attend.

Beginning January 1, 2023, the Department shall cover virtual peer support specialist services delivered by video conferencing or phone for behavioral health and substance use support under medical assistance.

Beginning January 1, 2023, the Department shall increase reimbursement rates for prenatal and postpartum visits to no less than adult well visit rates and increase rates for external cephalic versions to promote safer birthing options.
