Amends the Corporate Accountability for Tax Expenditures Act to add a new recapture provision for recipients found in violation of federal labor law by the National Labor Relations Board.

Recipients found by the NLRB to violate federal labor law regarding worker unionization must notify the relevant state agency within 90 days of the finding if the violation occurred in Illinois.

Development assistance granted to a recipient cannot be renewed if the recipient has been found in violation of federal labor law with respect to unionization of its workers in Illinois.
