• Amends public indecency law to include acts committed while confined in a penal institution, in addition to acts in public places.

• Excludes Department of Juvenile Justice facilities and juvenile detention facilities from the definition of "penal institution" for public indecency purposes.

• Makes a second violation or attempted violation of public indecency while confined in a penal institution a sex offense requiring registration, effective upon passage of the bill.

• Adds new provision (1.13) to Sex Offender Registration Act defining public indecency violations in penal institutions as registrable sex offenses when committed on or after the bill's effective date.
