IL HB5081

Amends the Health Care Worker Background Check Act by adding Section 26.1 to establish access protocols for the Health Care Worker Registry.

Requires the Department of Financial and Professional Regulation to provide access to the Health Care Worker Registry to health care employers, staffing agencies, digital staffing platforms, workforce intermediaries, organizations providing pro bono legal services, and educational entities.

Allows the Department to grant access to other types of entities at its discretion beyond those specifically listed.

Defines "digital staffing platform" as an organization operating a digital website or application that facilitates health care services and accepts requests only through digital means, not by phone, fax, or in-person.

Defines "educational entity" as a community college, community agency, or private business conducting educational programs that teach individuals skills to provide direct care services to clients, residents, or patients.
