Restructures the Illinois Educational Labor Relations Board from 7 members (no more than 4 of same political party) to 5 members (no more than 3 of same political party) effective July 1, 2003 or when all new members are appointed, whichever is later.

Requires Board members to be Illinois residents with a minimum of 5 years of experience in labor and employment relations representing educational employers or employees in collective bargaining.

Sets Board member compensation at $50,000 per year for the chairman and $45,000 per year for other members, or amounts set by the Compensation Review Board, whichever is greater.

Establishes that the Board shall employ a minimum of 8 attorneys and 5 investigators to carry out its functions.

Modifies service of subpoenas and legal notices to allow methods permitted in the Board's rules, replacing previous requirements for personal service, registered mail, or leaving copies at principal offices.
