Repeals Section 34-8.1b of the School Code.

Amends the Illinois Educational Labor Relations Act to clarify that supervisors in school districts organized under Article 34 of the School Code are considered educational employees unless they are also managerial employees.

Redefines "managerial employee" for Article 34 school districts to mean individuals with a significant role in negotiating collective bargaining agreements or who formulate employer-wide management policies, including general superintendents.

Adds a new subsection (c) to Section 13 prohibiting educational supervisors with administrative licenses employed in Article 34 school districts from engaging in strikes.

Adds language clarifying that changes to the Act do not void or change powers given to local school councils under Section 34-2.3 of the School Code; effective January 1, 2023.
