Creates a new chief procurement officer position for the Department of Innovation and Technology to oversee all information technology and information technology functions procurement, appointed by the Executive Ethics Commission within 60 days of the effective date.

Requires the information technology chief procurement officer to have prior experience in procurement at the Department of Innovation and Technology or another state agency information technology procurement department.

Defines "information technology" broadly to include technology, infrastructure, equipment, systems, software, networks, and processes for creating, sending, receiving, and storing electronic or digital information, including future technologies.

Establishes aspirational goals for Department of Innovation and Technology contracts: at least 20% of total contract dollar amounts to certified Business Enterprise Program vendors, with specific minimums of 11% for minority-owned businesses, 7% for women-owned businesses, and 2% for businesses owned by persons with disabilities.

Applies existing chief procurement officer requirements to the new position, including 5-year terms, removal only for cause after hearing, certification as a Certified Professional Public Buyer or Certified Public Purchasing Officer within 12 months, and Illinois residency.
