First-time driver's license applicants would be exempt from the road test requirement if they provide verification of successfully completing a certified driver's education course from a public school, nonpublic school, or private training school

Adds a formal definition of "road test" to the Illinois Vehicle Code as an in-person examination demonstrating an applicant's ability to exercise ordinary and reasonable control of a motor vehicle

Maintains the existing requirement that applicants 75 years of age or older must still complete an actual driving demonstration when applying for or renewing a license

Amends Sections 6-100 and 6-109 of the Illinois Driver Licensing Law within the Illinois Vehicle Code
