Amends Illinois School Code Sections 10-5 and 10-16 to extend the timeline for school board organization from 28 days to 40 days after regular elections.

Maintains the 7-day organization timeline for boards elected at consolidated elections in April 1999 and April 2001, as previously established.

Applies the extended 40-day timeline to all consolidated elections other than those in 1999 and 2001.

Preserves all other provisions regarding board officer elections, meeting schedules, and public participation requirements.

Takes effect immediately upon becoming law.
