Prohibits pharmacy owners from establishing quotas related to duties that pharmacists, pharmacist students, or pharmacy technicians are required to perform.

Defines "quota" as a fixed number or formula measuring prescriptions filled, services rendered, programs offered, or revenue obtained that is evaluated against employee performance.

Allows pharmacies to establish policies assessing competency and performance of pharmacy staff without using quotas, and permits performance metrics required by state or federal regulators that do not include quotas.

Department of Financial and Professional Regulation may enforce against violations unless the pharmacy demonstrates by clear and convincing evidence that the violation was contrary to its policy.
